The server is running extremely laggy i have heard the server is at 2 tps is there a way to fix this? http://prntscr.com/e3v0fq

Not really, TPS is at 20 now.. someone that was online at the time must've caused it. Usually it fixes itself at the very least with the next scheduled restart.
